Tehelka reports on ineligible member in DCI
Dental Council of India (DCI) is a statutory and recommendatory body which comes under the Dentists Act (XVI of 1948). It regulates dental education and the profession of dentistry throughout India. Are you pushing too much sealer in apical region ?
The efficiency of a filling material in properly sealing the root canal is determined by its physical properties and handling characteristics. No other filling material has been as successful and widely accepted as gutta-percha, probably owing to its favorable properties such as biocompatibility, plasticity, radiopacity, and easy insertion and removal from the root canal.Despite these beneficial features, gutta-percha shows no adhesion to dentine, resulting in gaps between the cone and root canal walls. In root canal treatment, the ideal result is to insert the largest volume of gutta-percha and minimum amount of sealer inside the root canal, enabling the sealer to penetrate the irregularities of the dentine walls and tubules..FULL PAPER

State can regulate admissions, fees, rules Supreme Court.BUT central law will over ride
Underlining that education is a “not a business” but a “noble activity” aimed at empowering people, a Constitution Bench of the Supreme Court Monday ruled that the State is authorised in law to regulate admission, fix fee as well as lay down any other regulatory mechanism that promotes merit and curbs commercialisation in institutions of higher education.
The Bench, comprising Justices Anil R Dave, A K Sikri, R K Agrawal, Adarsh K Goel and R Banumathi, also upheld the validity of a common admission test (CET) to be conducted by state governments as well as the National Eligibility cum Entrance Test (NEET) for admission to medical colleges.
The court said that when the central government issues a notification for NEET and the state governments also want to conduct their own CETs, the issue could be resolved between them by relying upon Article 254 of the Constitution. Under Article 254, higher education has been placed in a concurrent list with both the state and central governments having powers to make laws. But when the central government makes a law or issues a notification such as NEET, it would override the state governments’ laws..MORE HERE

Importance of taking consent from patient
The Hon’ble Supreme Court held that, ‘Consent’ in the context of a doctor-patient relationship meant granting of permission by the patient for an act to be carried out by the doctor. Consent, in some circumstances, could be implied from the patient’s actions. The consent is implied when for eg.a patient enters a dentist’s clinic and sits in the dental chair, consent for examination, diagnosis and consultation is implied. The ‘adequate information’ to be furnished by the doctor (or a member of his team) who treats the patient, should enable the patient to make a balanced judgement as to whether he should submit himself to the particular treatment. The court also declared that except where consent can be clearly and obviously implied, there should be express consent. LINK

Robust accreditation system for Dentistry
In order to raise standards of the practice of dentistry in India, experts have advocated the need to bring in a robust system of accreditation for dental clinics and dentists. Moreover, the certification and accreditation being optional, the current practice of dentistry followed in the country is not skill based and is done on a trial and error method.
Over 20, 000 dentists who pass out from 325 dental colleges in the country have very less exposure to aspects of dentistry like root canal, crown and bridge, cosmetic dentistry and implantology.
There needs to be a minimum set of guidelines required for accreditation of clinics an aspect that needs to be taken care involving instruments, equipment and services being audited on a quarterly basis to ensure proper sterilisation protocols, a good patient management software and that modern dentistry is being practiced. Inquiry initiated into illegal membership of DCI Prez and others
After the Medical Council of India, the health ministry is grappling with allegations of irregularities in the Dental Council of India (DCI). An enquiry has been initiated into the validity of the membership of DCI president Dibyendu Mazumdar and into his election as president. Complaints regarding other illegal members in the DCI are also being examined.
Responding to queries from the ministry on the eligibility of Dr Mazumdar’s membership in DCI, the West Bengal government, of which Mazumdar is an employee, wrote that he had not obtained permission from the state government before accepting an honorary teaching designation in Nilamber Pitamber University in Jharkhand. “The government of India may take necessary action accordingly ,“ said the letter from the principal secretary, adding that the state government was also “contemplating suitable departmental action“. Dr Mazumdar currently represents Nilamber Pitamber University in the DCI.
The minutes of a meeting chaired by the joint secretary in charge of medical education in the health ministry noted in March that the DCI despite being asked in May 2015 to provide details of members nominated or elected from different constituencies had not complied it. The minutes recorded that the chair expressed strong displeasure and directed that all members of DCI who were notified after May 19, 2015 be denot ified. A showcause on the issue was to be sent to Dr Mazumdar. NEWSLINK
